That line screening is simply too ludicrous to even attempt. That looks
like a picture which was screened at its source for an "artistic
effect," not reproduction. Or possibly it was sub postage stamp size and
you you have enlarged the picture which only means you enlarged the dots.
That said, a maximum (using "tune blur" in this case), Gaussian blur
will get rid of the dots, and, of course, a whole lot else, but it is
still identifiable as a picture.
There has been a bug for many years in PP that has a workaround.
Sometimes PP does not show results properly in full screen previews of
various kinds; sometimes it even carries over to the final view. Always
set the "cache levels" to one (options > memory), otherwise what
you do
may not be what you see which may not be what you get.

actually about 51% (using the scale in Tune Blur) Gaussian blur is about
optimum in my test.
