No, it doesn't. It also will not open Some TIF files from MS-Office.
Both are glaring deficiencies in PP.
You may find Irfanview can open those; can't recall, but Irfanview
(freeware) can open many different raster files.

Does PP open multiple page tif files beyond the first page? I have not yet
found how to access the remaining pages and have to rely on MS fax viewer
for this?
Thanks,

I know nothing of multipage TIFF.
>From IView Help:
<<<
Create Multipage TIF
Check this option to create multipage TIF images. You can save
each page with a different TIF compression. If you want to set
same compression for all pages, set the compression before you
add any image.
Edit Multipage TIF
Check this option to edit (arrange, delete or add) pages/images
in the opened multipage TIF file. The changes can be applied to
the original file or a new TIF file is created (recommended).
Append current image to TIF
Check this option to append the displayed image to TIF file. The
actual TIF save option (save dialog) will be used for the new
page.
