with such a physically small image, it's really impossible to get a good
look at the details. There are many ways one could do it, cloning, the
example Roy gave, plus many others. resampling the DPI wouldn't be that
relevant here, but being able to see a larger image in terms of #s of pixels
would let people give you a better idea of how to go about it.

The first thing I would try is to mask the sign and apply a contrast
enhancement (see the attached example).

I forgot to mention how to get rid of any colors that do not go to black or
white (like the cyan in the example). Copy the masked area and paste as a
new document. Convert it to black and white (or grayscale), then convert it
back to color and then copy and paste it back into the original image.

Mask the image so that just the sign is selected, then try applying the
Smart Blur filter (Effects > Blur > Smart Blur).
