effects tool not right

effects tool not right

I may be doing something wrong, but my effects tools aren't doing what they 
are supposed to.
My dodge/burn doesn't whitten...just leaves pixels; same for the smear, 
tint, etc. Seems like they all are doing the same thing: leaving trails of 
pixels when I move my mouse over the image.
Could my settings be wrong or maybe I need a patch?

If they've been working then a patch is unlikely to do any good.  You
could try resetting brush types (top right button of Brush Settings
docker) or try F8 on startup of PP to load default workspace.  You
should save any custom settings beforehand.

Thanks for responding.
Setting to default doesn't help. Same thing: every tool under effects just 
gives me scattered pixels.
Smear should smear the image smoothly...I just get scattered pixels where I 
dragged my mouse. Same for dodge/burn, tint, etc.
All other tools outside effects seem to respond properly.
Something is not right here.

 You could try running with all unnecessary progs shut down to
eliminate any conflicts.  Also could be a problem with one of the
program files.  You could try a repair install or ultimately an
unistall/reinstall.

Did the effects tools work OK in the past?  Any events coincident with
them not working?

I just tried matching your settings, and my smudge tool did just the same as 
yours. I clicked the tiny arrow opposite the words Stroke style, and clicked 
Reset brush type, and it got much better, although it's still similar. (The 
other effect tools seem normal.)
