two images, 16x16 and 32x32 even though it appears as one.
The site I use for creating them from an exisiting image is:

The html snippet is included on their creation page. Not all browsers
recognize favicons. When testing at your site, make sure you clear
your browser cache first otherwise the existing browser icon will
appear.
There's plenty of software around for editing if you want total
control, Google "ico editor". I'm just guessing, but what you could
try with PP is to create a 32x32 gif. Then use that with the above
site. It should use the 32x32 directly and create the 16x16. The
smaller image would be a resample and may not be exactly what you
want.

check out the site favicon.com
The masking is a bit funky with ICO files and PP - you might want to look at
an app like Microangelo.

Hi Gary,
I did make my icons in Draw and export to ico. There are some issues
with this in Draw. Example no transparent backgrounds and you are stuck with
limited pallet. On export you loose a pixel in size.
I now use IconEdit2 http://www.iconedit2.com which seems to work well.
Hopefully one day they will fix the icon issue.

I have successfully made icons by exporting vector or other graphics from
CorelDraw 11. (it must work with Paint 11). I had to fiddle around with the
file size to get it right. However, I seem to recall that you have to
install one of the "ico" export filters from the installation CD as
the
export to ".ico" feature is not installed as a standard installation.
Use
the modify installation feature on the CD.
