have you tried taking one of the files channels and using it as a mask? Like
see which one has better contrast R, G, or B... or L - you can take one of
those, tweak the contrast a bit and then copy it into a clipmask, etc.

I would appreciate some advice on the best way to apply a mask to wispy hair
where the background shows through the hair. I have tried using the magic
wand color selection tool but it still seems to be a difficult challenge. Is
there a better way?

Thanks for this advice. As I still have a lot to learn please could you
briefly advise me how to do this. How would I select a channel and then
after masking how would I apply the mask of that channel of the hair to the
whole RGB selcetion of the image?

Haven't tried its compatibility with PP11, but probably it will work:
