tutorial on how to use photoshop to convert a photo to a stencil.
Can something similar be done with PhotoPaint? And how would you go
about doing it?

How can that be true? I've never seen nor heard that PP11 had layers.
That's the first thing that the Photoshop tutorial says to do is
"duplicate the layer." I kind of figured that everything else would
be
possible but...without the layers, what????

The tools and steps in Photoshop and PhotoPaint are exactly the same, there
isn't any tool used in Photoshop that isn't present in PhotoPaint.
Read the tutorial and try to find the tools in PP.

PP has "objects" - which are the same thing as layers in PS.

It is the same dog with different name. Object/Layers en Photo-Paint and
Layers in Photoshop.
