Color Palette Utility

I originally posted this article to the CorelDraw newsgroup but since then I 
ran across a technique for doing something similar in photoshop on this page 
called Spot-on Separations.

Is there an easy way to do something similar in Photopaint?

Greetings;

I am looking for a utility that would be able to analyse a vector image
created in either the RGB or CMYK pallette and convert it to a designated
PANTONE Spot Color pallette.  I need to print out separations in spot colors
for printing garment screens but most clipart is in the the CMYK pallette.

Does anyone know of anything like this is available?
