Measurements don't stay

I have tried setting a paper size to 8.27x11.69."  

Whenever I select 'New' again, I find that the measurements display as
8.27333x11.69333."

Meanwhile, I have tried the ruler feaure by making the necessary amendments
under 'Tools and Customization' without any difference whatever.  For example. 
Deselecting 'Show Fractions.'

The last resort was selecting F8 to set Photopaint to it's default settings.

Is there anything else I could try so that when I select my chosen paper size
from the Custom size via 'File, New' that my chosen measurements continue to
remain.
