In Draw, yes. PSP is a good bitmap editor, as is Photopaint, but neither are
the application you should use if you're creating logos. Logo work should
always be dont in a vector editor. You can always export things out to
bitmaps if you need them for web work.

Draw would be the app to use. Look in the HELP file for "fit text to
path"
