have you reset your brushes and/or reset your workspace?

I have PP12 on XP-SP2. I had to reinstall my system. Now, I cannot get
the Paint Tool to work.
I create a blank 24-bit RGB screen (white background). I can Fill it with a
colour - either the whole screen or a masked area. When I select the Paint
Tool, I can choose my tool as usual, re-size it, etc., but when I click on
the screen to apply the tool nothing happens with any colour or tool type.
It is not the Transparency setting as I can vary that with no change. I
have changed the Colour Mode to 24-bit Lab - no change.
Shape tools and text all work.
I never had any problems before with any tools.
Any clues????

Thank you... That did the trick (F8 and start-up of Paint).
