Create a project

I clicked on the create tab.  I received an error saying:
File Download
            Some files can harm your computer.If the file information below 
            looks suspicious, or you do not fully trust the source, do not 
open or save this file
                File name:  ProjectStar.dat
                File typ:   MPEG Video File
                From :      C:\Program Files\Photo 
Album\Content\Projects\StartScreen

                 Open             Save           Cancel          More Info

          All ways ask before opening this type of file

I chose Open.  I get a window that says:
Action canceled
 Internet Explorer was unable to link to the Web page you 
 requested. The page might be temporarily unavailable.

 Please try the following:

       ?   If you have visited this page previously and you want to

What can I do to fix this?  I'm running ver. 6.3.3 in XP Pro sp1
