when I try to save a grapic in presentation it always has a white border.
How do I make it go out to the edge of the graphic, without the white
border?

It's a bug. Any image that is saved will have a square/rectangle
background (it the image is a square or rectangle you won't notice it).
The bug persists in X3 as well. :(

This is a workaround, but not one you would wish to have to use often:
Save from Pres.
Open in IrfanView: http://www.irfanview.com/
Save As GIF, choose transparency colour during the save process.
If that were sufficient, my smile would be wider.
Sometimes, it may be.
Unfortunately, the result is often a transparent background (wanted) but
still a white border (not). You can in IrfanView crop the image to just
include the foreground (its rectangular boundaries appear to dictate the
start of the recalcitrant border) and Save As, as before.

All this makes me wonder:
How come the Presentation software of a "graphics" company is so
graphics unfriendly? If IrfanView can do it as freeware it is not just
doable but presumably comparatively easily and, therefore, cheaply
doable. Do I get the feeling this "graphics" company couldn't care
less?
You bet!

This is quicker.
Create the arrow/shape in Pres. Copy.
Paste into IrfanView. Save As, as before.
In Pres, Insert|Graphics|From File...
(I use a macro on the menu bar for this.)
In a test here, this avoids the need to crop the border.
