The problem with Norton is that it causes strange behavior (e.g.,
crashes, e-mail issues, network connectivity issues) and it's never
quite the same from version to version or machine to machine. We banned
it around here after several machines came up with different symptoms
over the course of about a year and a half and all were cured by
removing Norton and replacing it with a different firewall/antivirus
combination.

Are the sources the same for all the files? Which 50% fail? Could it be
the source production does something odd and presents a malformed file
(which Photopaint doesn't correct)?
Do tiff files give you the same problem? Can these jpeg be transformed
to tiff? Would this be an easy solution.

Not necessarily.
What other helpful software is running in the background inspecting
files as you work on them? Perhaps having inspection of files on a
schedule might be best, or a once on loading onto your machine, might be
a better way? Just two thoughts for a penny.

I have recently purchased a new Toshiba A6 laptop, running XP Professional.
As soon as I used DB Publisher, which I find invaluable for my work as a web
designer, I hit a problem. Whenever I tried to "browse" for a new
database
or output file, the software crashed. If the files were all present and
correct, everything worked as it should. Eventually, I formatted the
machine, reinstalled everything, testing as I went, & discovered that if I
uninstalled Norton 2006 and reinstalled the 2005 version, the problem went
away.
I have now started using Ventura on the same machine & found a similar
problem. When I try to import a photo into a chapter, I get a crash about
50% of the time. There also seems to be a problem with Ventura recognising
jpeg files edited on my desktop. I use Photopaint 10 on both machines for
this purpose.
All ventura applications work perfectly on my desktop, which also runs XP
Professional. They also ran on my previous laptop.
Does anyone have any suggestions? Would upgrading to Ventura 10 be likely to
solve the problem?

These problems might be fixable by changing the compatibility mode,
described in the Ventura FAQ article "WinXP Compatibility" in the
Ventura 8
section.

Ditto. I was one of those people who swore by it since Peter Norton was
at the helm. Won't let it near a machine now.
