I'd log a formal case at support.borland.com . They're probably short
staffed over the holidays. Install support ought to be provided without
much hassle via the web. Note that they mention having support contracts,
I believe those get bumped to the head of the queue, but install support
is still provided regardless.

I have a registered copy of D2007 and have previously downloaded the first
upgrade.
I am able to sign in at codegear and to the registered users page. When I
attempt to
download update3 either the full zip or the auto installer version I am told
I do not
have permission to do that.
Also the codegear site keeps displaying in German and I keep having to
switch it to English using the
drop down.

After the Holiday break all is well and I was able to download the updates.
