Buy it now and Powersellerstatus

Hello at all.

I have a few questions.
First at all i try to use the "Buy it Now" option and the
"Dutch" auction feature. But my sandbox user wasn't allowed to use
this features.

So I created a new user with a feedback count of 1000. But this user also wasn't
able.
In the knowledgebase i found some other users that were created bei ebay but
these user aren't able too.
Now my question is how to get a user that is able to use buy it now and dutch
auctions.

This is what the knowledgebase says:

but it isn't usefull for me i think.


My next questions are about the getSellerTransactionsCall:
1. Where do i find the user's "ratingpage" (sorry but i do not know
the right name in english), is this the userID?
So where do i find the html link to get to the users private page.

2. Which option i have to use to get the amount value that was bid on the
auction. (The cost the user has to pay for the auction). I have found different
amounts and i can't define which is the right:

- getFinalValueFee()
Gets the finalValueFee value for this TransactionType.

- getTotalPrice()
Gets the totalPrice value for this TransactionType.

- getTransactionPrice()
Gets the transactionPrice value for this TransactionType.

I would think it is the TotalPrice but what are the others?
