Wish to add two language tracks to a video with several "chapters".
Would make, say, audio track 1 full length and be the default track. Audio track
2 would be the alternate langauge track selectable by menu button. I thought I
read someplace that if, in this example, track 2 was designated alternate and if
the audio was not present at some point, the output would use track 2 up to the
point of "no audio present" and switch back to the default (track 1)
for the rest of the video. Is this correct?
I see one action as copying the entire track 1; pasting it into track 2;
replacing several of the chapters' audio with translated audio.
Wonder if I could simply insert translated audio into track 2 for the applicable
chapters. When a chapter has no track 2 audio would track 1 be used UNTIL
another track 2 audio is found then that would be used and so on?

No, not really. What you have read is a situation where for sake of example,
there are 2 streams (timelines) in a project.
One has 2 Audio streams, the other has just 1.
When playing Stream 2 from timeline 1, you set the player to use the second
stream of audio. When accessing the next title, there is no audio stream 2, so
the player will play stream #1.
This is done by using Multiple VTS authoring (In Encore, this is all under the
hood). The DVD Specifications state you cannot have 2 titles in a single VTS
with different audio content.
To do what you want to do, you need 2 separate streams - complete streams - or
you won't be able to add any further audio.
(When you add an audio stream, you can add one file per stream, not multiple
files)
