Michel,
As an experiment, turn off the UAC (User Account Control) which is the
Vista security system. Does that make a difference?
Or it could be the DEP problem. If so, you could try one of these
suggestions from Christopher Neumann:

I tried both options
UAC = on (DDEP on or off) --> No Start (no response)
UAC = off (DEP on or off) --> Start but on the 1st action :
"dBASE has encountered an internal or operating system error"
I'm a bit frustrated

have you tried to right click on the dbase icon, and select "run as
administrator" ?

2.6.0 had some mouse issues with Vista. These have been addressed in a
later version, but it may require purchasing an upgrade.
