No, you have to make those yourself. There are some modest tools offered
by Microsoft or you can buy more powerful third-party tools. The latter
range in price and ability, so you should be able to find one that fits
your needs, should you choose to go that route.
Be aware the .hlp format is a deprecated format. The .chm format is the
better one to follow.

Hi Dennis,
I have a simple one created with Plus if your interested in looking at it.
It is context sensitive and is called from Help buttons placed on the form.
It has simple search options and allows you to attach up to two video files
for each subject.
