How to enable ASP.NET Website Administration Tool ?

Quite simple question, how to I add/enable the asp.net website administrative
tools, (some of the use described here
http://www.sitepoint.com/article/asp-net-2-security)

Im planning to use it as a administrative for only deleting/updating users (it's
part of a clientsystems, where client register on product buy, so the personal
create won't work).

So how do do this ? Im NOT using visual studio.

System Info:

- OS: WinXP
- Server: IIS5 (default)

It's part of Visual Studio 2005, I don't think there's a separate download.

Yes it's only part of VS.
