IIS5 vs IIS6 - UTF-8 URLs

Hello everyone.  I have a somewhat simple question that I have had some
difficulty finding answers to.  On various web servers we often serve up
documents or files.  One of the issues we have run into is that if the file has
UTF-8 characters in them (such as asian characters), the file will be transfers
properly on IIS6 but not on IIS5.  

Is there something I can do to make 5 work?
