I have a simple question that many must have encountered.  My company would like
to add a banner to our public FTP site that would be displayed when a user
connects or logs on.  The Banner, Welcome, and Exit messages are fine for those
using commercial FTP clients or command line, but the fact is, most users use a
browser for FTP access.  Is there anyway to force a browser (MSIE in particular)
to display a message when connecting?  I don't care if the message is displayed
in the browser window or in the login box, just as long as it is displayed.  A
ReadMeNow.txt file, or something similar, at the root level is not good
enough--it has to be displayed!

There's nothing much you can do, it is client side application issue. In your
case - it is IE as it's not a true ftp client. To to display banner and welcome,
your IE need to be in active mode - in other words - check the 'enable ftp
folder view' of the advanced tab, this willl allow IE to display the msgs. Next,
you can take a look for the annotate feature as well, refer

Anyway, again IE is not a true ftp client so certain ftp features doesn't work
well in IE.
