Error message when creating users using Delimited Text

Hi

I was performing the task of importing the users' information from
Delimited Text to IDVault. The users' information was able to import
into the IDVault. However I encountered the following warning message
after the file in the folder (c:\csvsample\input) has been processed by
the Publisher channel. Wondering whether anyone has any idea what has
incurred this warning message and how to go abt solving this?

Message = Code(-8037) Unable to set NDS password:
novell.jclient.JException: generateKeyPair -216
DSER_PASSWORD_TOO_SHORT.

So the error says the Password is too short.

What is your password policy?  What length does it require?  How long is 
the password you are setting?
