And if I haven't?

I rolled my VM back to the snapshot I took right after installing UA
351. The IDM.WAR file has this same file in it, same size and
everything.

Any other ideas?

Greetings David,
   The war is not corrupt for Runtime, but it is for the 
configupdate tool.

Make sure that you are running the configupdate tool
as the same user that owns and installed the UA (Which had better
not be root since we do not support running or installing as root)
