Workflow and Provisioning error in iManager 2.7

I'm about to start down the road of workflows and provisioning and have just
hit the following errors. I'm using IDM 3.5.1 and imanager 2.7 on NW65sp7.

The workflow error occurs when trying to authenticate to the IDM workflow
server (which is currently running with the UserApp for password
self-service)

and provisioning error occurs when I select "provisioning Requests",
select
the UserApp driver and click OK:

Error:    Workflow - Error

There are no locales defined for Provisioning to be configured with. 
Provisioning cannot be configured.

This was working before I upgraded from 3.0.1, though I only had a couple of
test workflows defined.

What have I missed?

I believe I have found the problem. I imported a new UserApp configuration
and it is working perfectly. Seems something may have occurred during the
upgrade of the driver!?

This leads me to my next question.

If I configure the second userapp driver to match that of the original one.
Can I simply stop one driver, and start the other? What effect if any will
this have?

Any DAL changes you made, your workflow PRDs, and if you did 
customization to themes under the User Application Administration. All 
of this is stored under the User Application driver. You will need to 
move these to the new driver.

For DAL and PRDs you can export them and then reimport.

The theme changes, that I am not sure but since they are objects in
