Hide "Administration" tab for normal users

Dear all,

It used to be that the "Administration" tab only appears when I logged
in as the UserApp administrator account. Somehow I'm not sure if I
changed something, but now when I login as other normal users, the
"Administration" tab appears as well. 

How do I hide the "Administration" tab from all users except the
UserApp administrator?

When a normal user goes in into Administration what do they see? If only 
Page Admin and a specific page then you made the user an owner of that 
page under the page permissions.

Or more likely you unchecked the View owner to admin only and there are
