So don't use Guardian. Windows can do a better job of restarting
IBServer than Guardian can, if you configure the service properly.
That said, I think anyone who has an issue about this has their
priorities misplaced.

It seems that if we set date of system more than 01/01/2039, the
interbase guardian can not be started.

yes, but this could be serious problem even right now, because some
users dont care about system date and it fails date-independence
