Can connect but then get page cannot be displayed

Issue:

I cannot view any web pages, however, the staus of that connection is 
'connected' and there are lots of packets going bakwards and forwards.  Also 
windows can do it automatic updates, I can download virus checker updates 
etc.  When I try the ping command it times-out.  I have tried several hours 
worth of troubleshooter solutions to no avail, including system restore.  Any
