I try acces this site and receive a new window that refers need install 
oemtrustdev.msi
I download this and run but and re-initialize iexplorer but the problem 
remains.
What i'm doing wrong ?

Is .NET Framework v2.0.50727 installed?

What is your relationship with MS Volume Licensing (e.g., Channel Partner; 
Reseller; End Customer)?
