Why won't IE7 display background image?

"To help protect my security, IE has restricted has restricted this webpage

from running scripts or Active X controls ..."

It asks me if I want to display non-secure items, I click yes and the 
background image appears. Clicking for Options on the yellow bar to allow 
blocked content just reloads the page to start the circle again.  I don't 
understand what it is in the coding of this page I created that IE sees a 
background image as a risk.
