Running IE7 on Vista Home Premium.  I use Exite.com as one of my tabbed 
homepages because it has the most complete television schedule I have found. 
Yesterday while trying to read said schedule a full-page pop-up for Foot 
Locker popped up, blocking everything.  I couldn't find anyway to close the 
thing and hitting "back" only managed to close it for a couple of
seconds. 
I have never seen such a persistant, annoying and intrusive pop-up before. 
Why didn't my pop-up blocker work?  Is there additional settings to avoid 
this type of pop-up?

I run AVG  Anti-spyware daily and use AVG Anti virus.

IE Tools | Pop-up blocker | Settings: If excite.com is NOT listed in the 
Allowed Sites section, there's not much you can do about it.

Also examine your Filter Level settings and perhaps read the FAQ?
