I did the trial copy of jbuilder eneterprise. It expired. Purchased developer
copy and installed but the foundation copy only starts. I installed the serial
number under license manager and it appears but only foundation starts not the
developer copy. What's up with this?

You can contact Borland for licensing help, or you can take a
(highly-questionable-and-dangerous) shortcut.
There is no way to delete an expired trial, and it seems to be taking
precedence over your developer key. If you don't have a bunch of other
licensed Borland tools to worry about, I would make sure I had the old
expired trial uninstalled, then I would delete the borland.lic file, and
then fire up the developer edition and re-register to recreate the
borland.lic file.
