I would not recommend that you do this.  Instead of a Library, use a 
server-side include approach.  It's MUCH more productive and efficient, 
since with Library items, one change to the menu, and you would affect every 
page that contains it in the local site, all of which must then be uploaded. 
With an include, you only affect the include file itself, which, when 
uploaded, is automatically included in each containing file.

You would have to do it manually, I think.  In the include file (or the 
Library item), place all of the HTML associated with the menu.  In each 
parent page, place all of the javascript associated with the menu.  When you 
merge the two, you will have a complete, working menu.  You may find a 
tutorial for this on the PVII site....

PMM as a Library item

My new project has quite a large menu system.  To avoid amending all the pages,

I wish to put it in a library, so that it would update globally.  So far, I 
have not been that successful.  I am unable to click on all the PMM elements in

the Design view, so end up with only part of the menu in the lbi file.  Where 
could I look up the procedure, please?  Or, is there a way I could update all 
the menus throughout the website, without a Library file?

As Murray said, Library items are not as efficient as Includes, but if you 
have no other choice, PMM works as a Library item if necessary. Have a look

PVII has a support forum where you could ask such questions.  The Library 
process is not so complex, however.  You should go through the video for 
understanding, and then just repeat the operations from memory! 8)
