Does anyone have experience with and able to recommend software that will allow
a user to make a purchase through payPal and then download the purchased file?

cartweaver have such a product plugin and have good support to go with it.
Note it is only for cf and php users, I have been waiting for an asp
version.

The DPD (digital product distribution) edition of Sitelock does just that
