How are you coming up with the 8 digit numbers? If I export a rectangle
filled with #FEFCEC, and with the palette set to exact, I get a cream
color which doesn't change upon reloading in Fireworks.
When multiple people work on the same web page, each

Are you switching between graphics programs that use different color
spaces? Do you have Snap to Web Safe turned off in Fireworks?

Unless unless you have snap to websafe turned on, or you are exporting
with an adaptive palette and not locking the cream color in, you
shouldn't be getting a color shift with Fireworks.

In Fireworks CS3, I open a png file. The color is FE FC EC FF. I save the file
as a gif. I open the gif in Fireworks, the color is FE FE ED FF. Why am I
getting a color shift? When multiple people work on the same web page, each
user will get a different color result so the various graphics on a single page
using the same color will all actually have different colors in them. How do I
fix this?

Does it happen if you Export the file with a GIF Adaptive 256 format?
