Why not just save it as a pdf in PS and upload that? Or even just a flat
jpeg file, if all they need to do is view it, jpeg should be fine.

There's not any kind of wizard that will do this for you "quickly".
You'd have
to open the PSD in Fireworks, and then export sections of it using
"slices".
You could then reassemble the slices in an HTML editor (Dreamweaver for
example).
You could of course have Fireworks create the HTML for you, but the software
would have no idea what you were trying to do, and would have to more or less
guess at how the page should be built (this approach works great for quick HTML
mockups though).
