Object sorrounding in Flash

Hello, I new in this forum and I would like to know if I can make some type of 
"object sorrounding" using Adobe Flash. I mean, imagine you have a
video and 
you want to frame (sorrounding) a certain object (i.e. a person, a car,...) 
with a color line around its perimeter. The action would be similar to the one 
existing in PhotoShop and another graphical editors, but applying it to the 
video in Flash.

 Anybody knows if it is possible? Some reference that could help to me?
