WebTesting: Java Headless SWF Player

Dear all,

 I am one of committers of HtmlUnit, which is a headless Java browser that 
simulates Internet Explorer and Firefox, however whenever any user asks to 
support Flash, it falls outside HtmlUnit scope.

 As the SWF format is available, but under a restricted license that prevents 
making a player, I would like to ask if creating a headless player in Java is 
allowed or not.

 This can be a powerful way for users to test their Flash along with their 
Html/JavaScript/AJAX.

 Please advise.
