Granular maps

Hi,

I am trying to build more granular maps that are not available in mappoint 
such as university campuses maps, living communities maps, showing alleys, 
unpaved walk-ways, building floor plans etc…. With reference to earlier 
discussions, is it true that we cannot create new custom templates in 
mappoint? If that’s the case, are there other Microsoft based 
program/utilities compatible with mappoint or .Net Framework than I can use 
to do what I want? Thank You.
