MIIS newbie

Hi all. I am very new to MIIS, in fact i cam across it looking for sometihng 
else.  Am I right in the following comment?
MIIS is a Microsoft Identity Management application?
I can use MIIS to provide some form of webpage etc to give to my helpdeskers 
which will enable them to create an AD user and using the right agent a SAP 
user all in one go?
