Dear All,

A friend-of-mine, that he lives near to Kuala Lumpur (Malaysia),
tell me that in this county, a new Windows Vista SP1 OEM packages have ben 
packaged with a newest and rare ability. The Windows Vista don't able to be 
updated outside of Malaysia. He told me that, because, when they bought the 
new computer (laptop) and he say to the seller that he want to use it for a 
bussines travels, the seller will say about this new feature.

And my 3 question are... This is a "global" method that will be
implanted on 
all the countries in the world? Or only it's a "localized" action in
some 
regions of the planet? If a "global" method... when you need to update
a 
"critical" or a new fix and you're outside of your contry... what's do
you 
can do?
