won't download files

I have installed update services and have clients reporting to them but 
updates won't download.  I do not have a proxy server.  I am getting "The 
server does not support the necessary HTTP protocol.  Background Intelligent 
Transfer Service (BITS) requires that the server support the range protocol 
header.source file:...."
I have researched this and found possible solutions but they do not work for 
me.  I do not have "osql.exe" in the "update services"
directory.  Any help
