We want to put the system into production as it appears to work as expected,
however we dont want to export out and exmerge all our existing users in AD and
Exchange and then re-create them using the Web tools. Is there a way to
"migrate" the existing Active Directory users and exchange accounts
into the new organizations under HMC?
Thank you

Have a look at the Migration Toolkit for HMC
(http://www.microsoft.com/serviceproviders/solutions/hostedmessagingmigrationkit
.mspx). It includes the MPS procedures and sample scripts for importing users.

From what it appears this migration kit is for 3.5 to 4.0 users not for Native
Active Directory hosting companies to migrate their non HMC users to HMC 4.0
This is where I am stuff... I dont want to remove all that I have done and then
create them manually using the web tools
I just need to manually add them into the database if possible if anyone can
help me with this.

That is exactly what migration tool kit is all about. Add records for existing
AD users into HMC 4.0 databases. Read carefully, check MPS procedures for import
... offer money to somebody who can help ;-))) And, for sure, you always have an
option to abadon HMC and go in your way.
BTW, Migration is not as simple as cliking on Magic Button. Even HMC 3.4 ->
HMC 4.0 migration requires lot of work beound of what MS offers in tool kit.
