KB917833 hotfix?

I'm trying to install the OCS SDK in order to try out the Speech
Grammar Editor.  When I run the installer, it tells me I need the
kb917833 hotfix.  So I go to the MS webpage that talks about this
hotfix, which tells me I need to e-mail support in order to get it.  I
follow the support link, and it says I have to pay for support.  Pay
for a hotfix?  I must be doing something wrong here.

Can someone either direct me to a place to download this hotfix
directly, or give me the e-mail address that I need to  use to request
this hotfix?  I just want to try out the aforementioned editor, and
it's very frustrating the amount of other stuff I have to install in
order to do so.  If there's a way to just install the editor, or a
place to download it, I'd be happy for that info as well.

The hotfix can be found on your Speech Server DVD.  To install it:

    1. On the Speech Server DVD, change directories to 
%DVDROOT%\Prerequisites\dotNetFramework\KB917833.
    2. Double-click the appropriate executable for your operating system 
(NDP20-KB917833-X86.exe for 32-bit systems or NDP20-KB917833- X64.exe for 
64-bit systems), and then follow the instructions to install the hotfix.

  Note that this isn't needed isn't needed if you're running Vista.  It 
doesn't sound like you are, but others who read this may be.  By the way, 
this information can also be found on the Speech Server Requirments page on 
MSDN at http://msdn2.microsoft.com/en-us/library/bb813400.aspx.
