Sapi5 TTS Apps on Vista need to run as adminstrator

Hi,

One of our application users is seeing the folllowing problem on Vista 64 bit.

When he runs any 32 bit Sapi5 TTS applicaiton, the applications fail to find 
voice engines unless the application is run as administrator.  For example, 
the sample app, TTSAppVB from the Sapi5.1 sdk fails to initialize unless the 
application is run as adminstrator.  I have verified that the initialization 
fails becasuse it finds 0 voice tokens, he is not getting any other error 
messages.

He is able to see Microsoft Anna from his speech control panel, so the 
problem appears to be with 32 bit apps only.

Why would the 32 bit apps need to run as administrator in order to see the 
voice tokens?
