Bink.nu has a post describing a rather chilling flaw in Windows Live OneCare:

I would urge our members to at least read the newsgroup post of Rajesh
Kuppuswamy (Program Manager for Windows OneCare) on March 8, 2006, in this
thread: Re: Outlook and Outlook Express Mail Store Missing or Quarantined
(combined threads here)
This link should get you close:

Sorry for the barbaric formatting, but I thought I would sleep better getting
this out quickly.
I would hope also that this proves to be totally inaccurate, and that I gain a
restricted-to-tolarant-friends reputation as the Hive's only Chicken Little.

Thanks for posting this, Mike! I can verify that you're not being Chicken
Little, because I had the issue they are describing happen to me twice over the
last several weeks. I didn't realize what was going on until I read this post.
Both times when I powered up, OneCare did some kind of update and then when I
launched Outlook the program went to the installer as though Outlook had never
been installed! Luckily I was able to get back into it by resetting to a
previous restore point. But it's nice to know an engine update is coming
tomorrow.

The AM engine was fixed about five hours after I originally posted
Spare yourselves the agony of reading the thread. Generate a support log and
verify that the AM Engine is 1.1.2306.0 or better.
