No, they're not.  IIRC, there was some of that early on, but Google
fixed it.

AFAIK, no servers are currently propagating anything from here to
Usenet.  If there are any doing that, there's a bug to be reopened, but
I don't have the bug number handy.

Some time back, Dave Miller contacted the AIOE guy, who /was/
propagating posts between n.m.o and Usenet.  The propagation stopped,
but for some reason the guy didn't remove the groups from his server.

above provides a good chance.  Just how does one set a follow up?  I can

In the Compose window, you get a dropdown in the address field, allowing 
you to select To, CC, BCC, Reply-to, Newsgroup, or Followup-to.
