Sure.
Just use the full URL to the PDF as the source URL for the iFrame.
If the user has PDF viewing support installed for their browser then it
will open the PDF as a web page (inside the iFrame).
You can generate the code for an iFrame using Chuck Joslin's generator at
http://www.beyondfusion.com
You'll have to play around with the size settings and scroll options to see
what works for you.
Then just add a layout region to your page and put the HTML in it our use a
text box and the CTRL+T method.
