Error code 103 on Admin page

Hi,

I am just learning using NOF.

For start, I got 2 problems:

After login as Admin, I got a page saying that
An error occurred, contact the administrator.
Error Code 103
Anyone knows what is this?

The other, I would like to make secure pages for PDF documents.
How is that to be done ?
