I have sliced images in backgrounds of layout regions. What has anyone found
to be the optimal optimization of those images? High? Med? Progressive?

Dean,
Your best bet is to optimize them outside of NOF.
As for what you can get away with, it depends on the level of detail in the
image. If you need to maintain high quality, then you may not be able to
go lower than 60% or 50% image quality.
OTOH - for small images with less detail, you can keep high quality.
In the slices we create for our EZRound product, we save at 95% quality.
The slices are so small it does not matter.
